Strengthening Civic Space and Digital Freedoms:

MoICE Advocates for Responsible Digital Citizenship

On 23th June 2026, the Ministry of Information and Civic Education (MoICE), represented by the Director of Civic Education and Citizens’ Engagement, Timothy Sam, participated in a Town Hall Dialogue on the Cyber Security and Crime Act 2021, organized by Women on Mining and Extractives (WoME-SL) with support from CIVICUS.

In his remarks, Mr. Sam emphasized that civic space and digital space are now interconnected, making digital rights, online safety, and responsible citizenship critical to Sierra Leone’s democratic development. He highlighted the Ministry’s efforts to advance the Data Protection and Privacy Bill, which complements the Cyber Security and Crime Act by safeguarding citizens’ personal data, privacy, and digital rights.

He reminded participants that:

“What is wrong offline is wrong online. What is not safe offline is not safe online. What is not patriotic offline is not patriotic online.”

The Director also stressed that while laws and regulations are important, citizens must be empowered through digital literacy, media and information literacy, and civic education to navigate the digital age responsibly.

As Sierra Leone continues its digital transformation journey, MoICE remains committed to promoting informed civic participation, protecting digital rights, and fostering a secure, inclusive, and responsible online environment for all.
