Procurement Coup!

Conspiracy Theory on Free Education Tablets Project Exposed

By Thaimu Thullah

Recent developments surrounding the Procurement and Supply of 6,061 tablets under the Free Education Project have been questioned. Procurement Specialist, Mohamed Kallon, alongside Ambrose Sesay, the Project Coordinator, reports states, have allegedly devised another “conspiracy theory” to cleverly delay the processes and procedures of the World Bank Project.

Minister of BASIC Education-Conrad Sackey: Are you part of the conspiracy theory?

Credible sources within the Ministry of Technology and Communication have it that the initial report, which was to be out in respect of the tablets, has been twisted, as the Minister of Technology, Madam Monorma Bah, is alleged to have instructed the Permanent Secretary of the said ministry to undertake the test of the tablets.

Minister of Technology -Salima Monorma Bah: Want to circumvent the process?

Reports are that Black views Active 6, which was the product presented by Tiwai Memory Masters, as against Haitech, which is a substandard product presented by a Ghanaian Mafia Company, named Decopro, has been assessed and proven to be the best product, as requested by the World Bank, and is now the subject of conspiracy theory to undermine President Bio’s Free Education Project.

This is happening at a time when Sierra Leone is losing over three hundred thousand United States dollars monthly to ghost teachers, a situation that has landed the nation into abysmal educational performance over the years.

Project Cordinator-Ambrose Sesay: The ‘‘annointed sacred cow’’

The conspiracy theory from the Free Education Secretariat is allegedly being machinated by the Procurement Specialist and Project Coordinator, with the backing and support of senior ministers in President Bio’s Government, who, report states, have already received kickbacks allegedly from a Ghanaian Company, to be awarded the contract.

Procurement Specialist-Mohamed Kallon: Midfielder on Procurement Flaws

Though cynical approaches have been made over the years to circumvent the process and have backfired, they have again come up with another strategy to delay the process.

This has led to a situation where some sections of the public hold the view that either part of the funds provided by the World Bank have been chopped or that they are doing all this to prolong the procurement process.
