With Major World Bank-Funded Investment…

NatCA Strengthens Telecom Regulation

The National Communications Authority (NatCA) has successfully delivered a major telecommunications infrastructure project funded by the World Bank, marking a significant milestone in Sierra Leone’s ongoing digital transformation agenda.

The project, titled Procurement and Supply of Spectrum Management and Monitoring Tools, was implemented under the Sierra Leone Digital Transformation Project (SLDTP) through the Ministry of Communication, Technology and Innovation (MoCTI). It is designed to strengthen the country’s capacity to manage radio frequency spectrum, monitor telecommunications services, detect harmful interference and enforce regulatory compliance.

The investment provides NatCA with advanced technological equipment and systems to improve its regulatory oversight, enhance telecommunications quality assurance and ensure the efficient utilisation of the country’s limited radio frequency resources.

Among the major components is a modern Mobile Spectrum Monitoring System featuring the latest TCI spectrum monitoring technology integrated into a specially configured vehicle. The system will enable real-time spectrum monitoring, signal analysis, direction finding, interference detection and enforcement operations across the country.

The project has also equipped NatCA with the LS Telcom mySPECTRAevo Automated Spectrum Management System, an advanced digital platform designed to modernise frequency assignment, licensing, spectrum planning, engineering analysis and coordination processes. The system is expected to improve operational efficiency and strengthen spectrum governance.

In addition, the Authority has acquired a Mobile Quality of Service (QoS) Measurement System, comprising specialised mobile drive-test equipment and specially equipped Toyota Hilux 4×4 vehicles. These facilities will enable NatCA to independently assess telecommunications network performance, including mobile coverage, internet speeds, voice quality and overall customer experience across Sierra Leone.

The project further provides a range of portable spectrum monitoring and inspection equipment, including a Portable Spectrum Analyser, Portable Electromagnetic Field (EMF) Measurement Unit, Portable Broadcasting Signal Analyser and Earth Ground Resistance Meter. These tools are expected to strengthen field inspections, compliance monitoring, spectrum enforcement and broadcasting oversight.

Speaking on the significance of the investment, the Director General of NatCA described the acquisition as evidence of the Government’s commitment to building a modern digital economy underpinned by effective spectrum management and stronger telecommunications regulation.

The Director General further emphasised that the new technologies would enhance the Authority’s ability to monitor and manage the nation’s radio frequency resources, address spectrum misuse, ensure compliance with national telecommunications regulations and improve quality of service monitoring.

The initiative is also expected to promote the efficient utilisation of spectrum resources for the benefit of citizens, telecommunications operators, broadcasters and other spectrum users.

The project represents one of the most significant investments in spectrum management infrastructure in Sierra Leone’s history and forms part of the Government’s broader digital transformation agenda.

By strengthening NatCA’s technical capacity and regulatory oversight, the investment is expected to contribute to improved telecommunications services, expanded connectivity, increased investor confidence and accelerated digital development nationwide.

The National Communications Authority has expressed appreciation to the Government of Sierra Leone, the Ministry of Communication, Technology and Innovation, the World Bank and all project partners for their collaboration and support in ensuring the successful delivery of the initiative.

Landmark World Bank-Funded Spectrum

Management and Monitoring Project for Sierra Leone

Freetown, Sierra Leone – The Director General of the National Communications Authority

(NatCA) has successfully delivered a major milestone under the Sierra Leone Digital

Transformation Project (SLDTP), funded by the World Bank and implemented through the

Ministry of Communication, Technology and Innovation (MoCTI). The project, titled “Procurement and Supply of Spectrum Management and Monitoring Tools”, substantially strengthens Sierra Leone’s national capabilities in spectrum management, monitoring, enforcement, and telecommunications quality assurance.

The project equips NatCA with state-of-the-art technologies designed to enhance the Authority’s ability to efficiently regulate the radio frequency spectrum, improve quality of service monitoring, detect and resolve harmful interference, and ensure compliance with national telecommunications regulations.

Key Components of the Project

The scope of the project includes four major systems:

1. Mobile Spectrum Monitoring System (SMS)

The project has delivered a modern mobile spectrum monitoring station comprising the latest TCI spectrum monitoring technology integrated into a specially configured vehicle. The system enables real-time spectrum monitoring, signal analysis, direction finding, interference detection, and enforcement operations across Sierra Leone.

2. Automated Spectrum Management System (ASMS)

NatCA has acquired the advanced LS Telcom mySPECTRAevo platform, a world-class automated spectrum management solution that digitizes frequency assignment, licensing, planning, engineering analysis, and spectrum coordination processes. The platform will significantly improve operational efficiency and spectrum governance.

3. Mobile Quality of Service (QoS) Measurement System

The project provides dedicated Quality of Service monitoring capabilities, including mobile drive-test equipment and specially equipped Toyota Hilux 4×4 vehicles, enabling NatCA to independently assess mobile network performance, coverage, data speeds, voice quality, and customer experience across the country.

4. Portable Spectrum Monitoring Tools

The Authority has also received advanced field monitoring equipment, including:

  • Portable Spectrum Analyser
  • Portable Electromagnetic Field (EMF) Measurement Unit
  • Portable Broadcasting Signal Analyser
  • Earth Ground Resistance Meter

These tools will enhance NatCA’s field inspection, compliance monitoring, spectrum enforcement, and broadcasting oversight capabilities.

Transforming Telecommunications Regulation

Speaking on the significance of the project, the Director General noted that the acquisition demonstrates Government’s commitment to building a modern digital economy supported by effective spectrum governance and robust telecommunications oversight.

The Director General emphasized that the new technologies will improve NatCA’s ability to monitor and manage the nation’s scarce radio frequency resources, combat spectrum misuse, ensure compliance with national regulations, strengthen quality of service monitoring, and promote efficient utilization of spectrum resources for the benefit of citizens, operators, broadcasters, and other spectrum users.

Supporting Sierra Leone’s Digital Future

The project represents one of the most significant investments in spectrum management infrastructure in Sierra Leone’s history and aligns with the Government’s broader digital transformation agenda. By strengthening regulatory oversight and technical monitoring capabilities, the initiative will contribute to improved telecommunications services, enhanced connectivity, greater investment confidence, and accelerated digital development nationwide.
