NatCA Urges Mobile Operators to Link Sim Cards to Subscriber’s NIN

The National Communications Authority (NatCA) in Sierra Leone has unveiled a stringent new directive for all Mobile Network Operators (MNOs), aiming to bolster national security and refine digital identification protocols across the nation. In a public notice disseminated on Friday, NatCA mandated that every mobile subscriber in Sierra Leone must link their SIM card to a valid National Identification Number (NIN).

This crucial directive requires all mobile users to visit their respective service provider outlets to complete the necessary verification and update process. The regulatory body has issued a clear warning: effective October 1, 2025, subscribers who have not complied with this new regulation will face service interruptions, potentially leading to the deactivation of their mobile services.

NatCA has underscored that this comprehensive measure is an integral part of broader governmental efforts to fortify national security. By mandating the linking of SIM cards to NINs, the authority aims to significantly enhance digital identity systems and, crucially, to curb the pervasive use of unregistered SIM cards in fraudulent and criminal activities. This move is expected to create a more secure and accountable digital landscape within Sierra Leone.

Furthermore, in a decisive step to eliminate illicit SIM card distribution, NatCA has prohibited the street sale of pre-registered or pre-activated SIM cards. The Authority strongly advises consumers to procure SIM cards exclusively from authorized Mobile Network Operator locations, thereby ensuring that all new activations adhere strictly to the new verification protocols. The public has been “strongly advised to comply with these new regulations to avoid disruption of mobile services,” as stated in the official communication from NatCA. This significant announcement marks a pivotal moment in Sierra Leone’s ongoing digital regulatory reforms, aligning the nation with growing regional and international trends aimed at strengthening oversight and integrity within the telecommunications sector.
