The Government of the Republic of Sierra Leone has received financing from the African Development Bank (AfDF) in the form of grant towards the cost of Rice Agro Industrial Cluster (SL RAIC) Project and intends to apply part of the agreed amount towards payment under an Individual Consultancy Service contract to support Project Implementation Unit develop and implement an Agric Business structure and model for the rice processing cluster that is private sector -centred focused and sustainable in Bonthe and Pujehun Districts;

 

The main objectives of the consultancy are: 

  • To design an inclusive Agric-Business Model and Structure that is resilience, sustainable and address the needs of low-income disempowered rice value chain actors such as smallholder farmers;
  • To develop a model that will establish a strong market linkage between the smallholder farmers(producers) working in the irrigation scheme and processors at the cluster (off-taker arrangement);
  • To recommend a process of transferring the assets in the cluster to private entities in an inclusive, fair and transparent manner;
  • To assist Project Implementation Unit implementing in rolling-out the approved business model and structure including the process of getting the private entities

 

Key Deliverables:

  • Inception Report.
  • Comprehensive Study Report (Draft and final) that should capture but not limited to.
  1. Agric-business model and structure;
  2. Key findings and recommendations from engagements with stakeholders;
  3. Management and administrative structure of the cluster;
  4. Comprehensive gender analysis for infrastructure development within the Rice Agro Industrial Cluster (RAIC) project, including findings, analysis, and recommendations.
  • An action plan for implementing the approved agric-business model and hiring of private entities for the cluster.

 

Qualification Requirement for the assignment

The Sierra Leone Rice Agro Industrial Cluster project invites Individual Consultants to submit their updated CVs, description of similar assignments, experience in similar conditions, availability of appropriate skills etc The Individual Consultant’s experience and qualifications should meet, at a minimum, the following criteria:

  • A minimum Master’s degree in Agric Business, Agricultural Economic and related discipline
  • A minimum of seven (7) years of relevant professional experience in the agriculture sector especially the rice sub-sector
  • A minimum of five (5) years in supporting agric-businesses and developing agric-business models and structures for rice processing cluster that are inclusive and sustainable;
  • Verifiable experience in relating working with Agric business private sector especially rice cluster
  • English communication skills (both verbal and written) with proven report writing
  • Demonstrable experience in conducting similar assignment.
  • Experience working with donor funded programmes especially International Financial Institutions (IFIs) in the country or region

 

Assignment Duration

The assignment will be undertaken in 120 consecutive working days over a period of 24 weeks starting from the date the contract is signed.

 

The Rice Agro Industrial Cluster (SL RAIC) Project, now invites eligible consultants to indicate their interest in providing these services.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Group funded Operations” (BPM), dated 2015, which is available on the Bank’s website at http://www.afdb.org. RAIC is under no obligation to shortlist any consultant who expresses interest.

Only the Highest ranked consultant will be invited for negotiation.
