Parliament Assess Sierra Diamonds Limited Mining Operations & Community Impact

In a proactive move towards enhancing oversight and understanding the operational dynamics of the mining sector, the Parliamentary Oversight Committee on Mines and Mineral Resources embarked on a one-day visit to Sierra Diamonds Limited over the weekend.

Led by the Acting Chairperson, Hon. Bintu Fatmata Bockarie, the Committee expressed its commitment to upholding Parliamentary responsibilities in overseeing the Ministry of Mines and Mineral Resources.

Hon. Bockarie emphasized the Committee’s role in not only scrutinizing, but also supporting the development and regulation of key sectors vital to the nation’s growth, particularly under the leadership of President Maada Bio. The visit was framed not as a critique, but as an opportunity to engage with stakeholders, listen to concerns, and collaborate on finding solutions beneficial to all parties involved.

Tommy K. Koker, Government Community Affairs Manager at Sierra Diamonds Limited, welcomed the Committee members and Paramount Chiefs, setting the stage for a constructive dialogue. He presented comprehensive documentation including rental agreements, community development plans and operational certificates, underscoring the company’s compliance and commitment to transparency.

Sierra Diamonds Limited operates under two licenses, namely the Tongo Mine Development and Toguma Limited, covering a significant expanse and hosting multiple Kimberlite deposits. Mr. Koker detailed the company’s workforce composition, highlighting efforts to meet national employment standards and address gender disparities within their labor force.

Regarding operational specifics, he outlined ongoing drilling and production capabilities aimed at maximizing resource extraction, while ensuring sustainable practices. He also assured the Committee of the company’s long-term plans, projecting operational continuity and expansion up to 2040, contingent upon supportive infrastructure and regulatory frameworks.

Addressing inquiries from Parliamentarians, Mr. Koker disclosed financial disbursements and community investments, including substantial contributions towards educational infrastructure in Lower Bambara. Despite these efforts, logistical challenges such as inadequate road networks from Kenema to Tonguma were identified as hurdles affecting operational efficiency.

The visit underscored the complexities and potentials of Sierra Leone’s diamond mining sector, emphasizing the need for continued collaboration between stakeholders to overcome challenges and optimize benefits for all involved parties.

The Committee assured Sierra Diamonds Limited of their commitment to advocate for necessary interventions through appropriate legislative channels, reflecting a shared commitment to sustainable development and equitable resource management in Sierra Leone’s mining industry.
