Govt Signs MoU With ELCOME (SL) Ltd.

The Ministry of Technical and Higher Education (MTHE) and the Ministry of Communication, Technology, and Innovation (MOCTI), in collaboration with ELCOME (SL) Ltd., have signed a Memorandum of Understanding (MoU) to deliver high-speed internet connectivity to educational institutions across Sierra Leone, ensuring equal access for all students.
The event was chaired by MTHE’s Permanent Secretary, Mohamed Sheik Kargbo.
In his welcome remarks, the Deputy Minister of Technical and Higher Education, Sarjoh Aziz-Kamara, described the signing as a significant step toward advancing digital learning in Sierra Leone, highlighting how this initiative aligns with the “Big Five Game Changers,” particularly in the areas of technology and infrastructure.
Hussain Sharaffdeen, Managing Director of ELCOME (SL) Ltd., stated that extending high-speed internet to campuses nationwide, ensuring no university is left behind, supports both the “Big Five Game Changers” and the Ministries’ vision for digitization. He emphasized the importance of providing students with essential digital tools and facilities for their educational journey.
Madam Salima Bah, Minister of Communication, Technology, and Innovation, highlighted that the MoU represents a strong commitment to improving internet access. She underscored President Bio’s vision that internet and mobile services should be a basic human right in Sierra Leone, which aligns with her Ministry’s policy goals.
Dr. Haja Ramatulai Wurie, Minister of Technical and Higher Education, described the agreement as timely, given the challenges facing the education sector. She noted that these challenges present opportunities for collaboration and innovation. She expressed gratitude to President Julius Maada Bio for identifying this opportunity during discussions with Starlink, which ultimately led to the MoU signing.
