Parliament Enacts Petroleum Regulatory Authority Act 2025

The new law aims to create an independent Petroleum Regulatory Authority (PRA), tasked with overseeing petroleum exploration, production, distribution, and the overall functioning of the sector. The establishment of the PRA is seen as a critical step toward enhancing the governance of Sierra Leone’s petroleum resources, ensuring that the country’s natural wealth is managed effectively for the benefit of all citizens.

One of the key provisions of the Petroleum Regulatory Authority Act is the establishment of strict guidelines for licensing and monitoring petroleum activities, from exploration to distribution. The Act will empower the PRA to issue and revoke licenses for oil companies, ensuring that only those who comply with the country’s environmental, social, and regulatory standards are allowed to operate. This move is expected to promote greater accountability in the industry and help minimize the risks of illegal and unregulated operations.

The Act also places a strong emphasis on environmental protection and sustainable resource management. In an era of growing concerns over climate change and environmental degradation, the law mandates that all petroleum activities must comply with high environmental standards to minimize negative impacts on local ecosystems and communities. This includes provisions for oil spill prevention, waste management, and the rehabilitation of affected areas.

Another significant aspect of the law is its focus on local content development. The Petroleum Regulatory Authority Act requires companies operating in the sector to prioritize Sierra Leoneans in employment opportunities, and to promote the involvement of local businesses in the supply chain. This is expected to create job opportunities and foster economic growth for Sierra Leoneans, particularly in regions where petroleum resources are located.

The purpose of the Act is to provide for the continuing in existence of the National Petroleum Regulatory Authority.

The Act will also provide for the regulation of the Petroleum downstream industry including the licensing, monitoring and supervision of the refineries, transportation, marketing and retail activities in the Petroleum downstream industry and other related matters.

Hon. Tawa said that term limit should be given for Board Chairmen, as it is done for other laws passed, but others argued that they shouldn’t tie term limits, but rather leave it under the prerogative of the President.

The passing of the Petroleum Regulatory Authority Act 2025 represents a critical milestone in Sierra Leone’s ongoing efforts to build a sustainable and transparent oil and gas industry. As the country continues to develop its petroleum sector, the new law will provide the regulatory foundation necessary to harness the full potential of the industry, while ensuring that the benefits are equitably distributed among all Sierra Leoneans.

With the PRA now in place, Sierra Leone is poised to take a more proactive role in managing its natural resources, ensuring that the benefits of its oil and gas reserves are shared by future generations.
