MoPAPA Validates Public Sector Master Plan

The Ministry of Public Administration and Political Affairs (MoPAPA) has embarked on a transformative journey to overhaul Sierra Leone’s public sector. The initiative took a significant step forward with the commencement of a three-day validation exercise for the Master Plan, taking place from October 24 to 26, 2024, at New Brookfields Hotel in Freetown. This plan outlines comprehensive reforms designed to create a more efficient, transparent, and accountable public sector, ultimately aligning with the country’s broader national development goals.

During the opening of the validation exercise, Minister Amara Kallon highlighted the ambitious objectives of the Master Plan, which include a series of institutional reforms aimed at enhancing productivity, reducing bureaucratic delays, and building a governance structure that is responsive to the needs of Sierra Leoneans. The Minister emphasized that these changes are crucial for aligning the public sector with the aspirations of the National Development Plan, which seeks to foster sustainable growth, reduce poverty, and create a more equitable society.

The Master Plan focuses on several key pillars, each designed to address existing challenges and modernize Sierra Leone’s public sector:

  1. Human Resources Restructuring and Meritocracy

One of the plan’s primary goals is to overhaul the current human resources system by promoting a culture of meritocracy. The strategy seeks to recruit and retain qualified professionals based on their skills and experience, establishing a performance-driven culture within the civil service. This restructuring will emphasize capacity-building and continuous professional development, ensuring that public servants are well-equipped to handle evolving challenges.

  1. Leveraging Information and Communications Technology (ICT). Recognizing the role of technology in improving efficiency, the plan integrates ICT as a central component of service delivery. Through the adoption of digital tools, MoPAPA aims to streamline processes, enhance transparency, and increase accountability. By digitizing records, simplifying application processes, and reducing paperwork, the ministry hopes to create a more accessible and responsive government that can better serve citizens in both urban and rural areas.
  2. Decentralization of Services

Another critical component of the Master Plan is the decentralization of public services. By empowering local governments to provide essential services, MoPAPA envisions a public sector that is more responsive to local needs. Decentralization will allow regional and local administrations to play a more active role in decision-making, resulting in faster service delivery and more tailored responses to community needs. Following the validation exercise, MoPAPA is expected to move swiftly towards implementing the Master Plan. The ministry has outlined a strategic approach to mobilize resources, including potential partnerships with international donors and development agencies. The next phase will focus on securing funding, initiating pilot projects, and establishing benchmarks to measure progress. Minister Kallon expressed his commitment to executing the plan with urgency, aiming to modernize the public sector and enhance the quality of service delivery for all Sierra Leoneans.
