A REPORT OF ESCAPING FROM PRISON CUSTODY FOR A CASE OF INCITEMENT AND RIOTOUS CONDUCT.
Recorded down on the 18th July, 2022, commenced at 08:00 Hours at the Criminal Investigations Department (CID) Mena Police Station in Makeni.
This department is investigating an alleged case of Incitement, Riotous Conduct and escaping from police custody against Joseph Lomboi Turay of No. 1 Jaria Street, Makeni, Back of Birch Thaimu Bangura Area, and other angry youths of Makeni. Information gathered by the Police was on the 18th of July, 2022 the government of Sierra Leone was about to relocate a generator which was generating electricity power to the town of Makeni and its environs to the Lungi International Airport, which resulted in a big protest between the youths of Makeni and the security personnel.
According to the report, Joseph Lomboi Turay was accused of involving in a planned and organized protest on the 18th July, 2022 in Makeni, Northern Part of Sierra Leone cursing Political unrest which resulted in bloodshed, and the killing of some Civilians. This gave rise to the arrest and detention of several suspects including Joseph Lomboi Turay.
Information further alleged that Joseph Lomboi Turay was a student and also indigene of Makeni City. He was also the son of a business tycoon man, an elder and also a philanthropist who was highly respected in society and was also killed as a result of local Political fight in the country.
According to this report, on that fateful day, 18th July, 2022, during the protest, people were killed especially the youths.
During the course of Police investigations, when the protest was ongoing where innocent civilians were killed and burning down of houses, Joseph Lomboi Turay was arrested by a Police Officer called Sergeant 4096 John Kamara one of the Operational Security Division Wing (OSD) the wing that is responsible to restored Law and order and was detained in Police custody for further interrogation. After thorough investigations, Joseph Lomboi Turay and other rioters were charged to court with the offence of riotous conduct and escaped from police custody and later sent to prison.
On the 26th of November, 2023, there was a Prison break in the Central Part of the City where Joseph Lomboi Turay escaped from Prison custody to an unknown destination and he is on the run. The Police put out a warrant of arrest in force for his arrest, for the offence of escaping from Prison custody, and he was named as one of the suspects, who organized and involved in the July 18th, 2022 protest; he is nowhere to be found.
Because Joseph Lomboi Turay; was named as one of the suspects for planning the protest and inciting young students and community members to protest against the ruling government. It is an offense according to Section 4 (12) Cap 2 in the Criminal Procedure Act of 1965 of the Laws of Sierra Leone.
Some of the youths arrested are still in police custody awaiting trial. Investigations are still ongoing but Joseph Lomboi Turay is still nowhere to be seen. He was declared wanted by the Sierra Leone Police for the offense of Incitement and Riotous Conduct and for escaping from police custody and his photos has been displayed at Mena Police Station and the Police are encouraging members of the general public to give any vital information that will lead to his arrest.
