REQUIREMENTS FOR THE APPROVAL TO CONSTRUCT A GAS STATION

Guidelines and requirements for the Construction of Gas Stations for the sale of petroleum products in Sierra Leone:

  1. LAND CONDITIONS
    1. The minimum size of the land/site must be 3 town plots (1,045 square meter or 0.2500 Acres) with legal claim on the land, (lease or freehold).
    2. The land/site must be flat or gently sloped, devoid of swamp or reclaimed plots.
    3. The land/site must not be on a roundabout / junction / curve ( at least 100 m away).
    4. Frontage must not be less than 120 feet.
    5. The land/site does not lie near pipelines, high-voltage lines, transformers, welding shops or right-of-way (at least 20 meters away).
    6. Number of gas stations within 2 km stretch on both sides of the road shall not be more than 4, including the one under consideration (at least 500 m between 2).
    7. There must be a clear distance (not less than 30 meters) away from public facilities (Residential, Educational, Religious, Health care, Entertainment Centers etc.).
    8. The drainage from the site must not empty into streams or rivers.
    9. The land/site shall be demarcated and separated from other structures.

    2.BUSINESS REGISTRATIONS & PERMIT

  1.      Certificates of Business Registration from the Administrator & Registrar General or Corporate Affairs Commission.
  2. Valid permit/clearance from:
    1. The Ministry of Works & Public Assets
    2. The Ministry of Labor & Social Security
  • The Environment Protection Agency/National Disaster Management Agency, if land is in built-up area or environmentally sensitive area.

3.DRAWINGS

    1. Surveys & Lands Document from the Ministry of Lands & Country Planning
    2. Architectural and design drawings of the gas station

    4.APPLICATION

    1. Send a Letter of Intent to The Executive Chairman, Petroleum Regulatory Agency, British Council Building, Tower Hill
    2. Attach all documents mentioned above for verification

If suitability report on the above conditions are met, temporary permit will be granted to you and further documents shall be required for submission to the Petroleum Regulatory Agency for review.

 Note that the temporary permit has no obligation on the Agency to grant license if any negative change to the suitability situation of the site occurs before the final grant.
