Madam Jeneba J. Bangura, Commissioner General of the National Revenue Authority (NRA), is participating in the ongoing 31st Session of the United Nations Committee of Experts on International Cooperation in Tax Matters at the Palais des Nations in Geneva.
The global forum brings together experts and policymakers to accelerate commitments on key international taxation issues, including artificial intelligence, extractive, transfer pricing, digitalization, the UN Model Tax Convention, the Sustainable Development Goals (SDGs), and updates to the UN Manual for the Negotiation of Bilateral Tax Treaties.



This session marks the first official meeting of the newly appointed committee members for the 2025–2029 term. Madam Bangura was elected in August 2025 in New York as one of 25 distinguished experts serving on the UN Tax Committee.
This year’s discussions focus on fostering collaboration among leaders from governments, the private sector, and civil society to safeguard trade, investment, development, and the digital economy, while ensuring their alignment with national development priorities.
During the Plenary Session following the opening, Commissioner General Bangura joined UN Committee Co-Chairs, Ms. Liselott Kana and Mr. Mathew Gbonjubola, alongside trade and finance ministers, private sector representatives, and civil society leaders, to deliberate on multi-stakeholder commitments for fair and inclusive global taxation.


On the first day, Commissioner Bangura also participated in the Informal Pre-Meeting for the 2025–2029 UN Tax Committee Membership—a platform that allowed members to engage and prepare collectively before the formal session commences on Tuesday, 21 October 2025, and UNCTAD ASYCUDA – New technology to foster efficient, secure, and sustainable trade.
The Government of Sierra Leone continues to demonstrate its commitment to trade, investment, and digital transformation through sound taxation reforms under President Dr. Julius Maada Bio’s Comprehensive Taxation Framework. These efforts align with global cooperation objectives in tax matters and the NRA’s National Strategic Development Plan, anchored in the President’s “Five Game Changers.”

Sierra Leone has enacted key legislations—including the Income Tax Act, Goods and Services Tax Act, Customs Act, and several Finance Acts—to strengthen its fiscal system and deliver essential services that support economic growth, digitalization, and sustainable development.
Commissioner Bangura is expected to take part in high-level dialogues on emerging global tax trends and policy perspectives, reaffirming the Government’s commitment to fostering inclusive growth, enhancing domestic revenue mobilization, and supporting community development through effective taxation.
